Captured by the huge Human league force on there last mission the crew are relocated instead of executed, it seems Frost's dark influence only goes so far. However their memories are (crudely) altered to have the crew of many captured and defeated Federation ships including the Endeavour and Peragus believe they are residence of a past Earth, a simply 18th style of living. However they are in fact on a built village colony on an old Federation planet. All the aliens are also modified in appearance and in some cases DNA to make them appear human. also in another scandal Drake Keil's daughter is an undercover member of the village living with her farther. However what the Human league don't know was shortly before Commander Zen and Lt Hunter were on an assignment via shuttle craft and track their missing crews to planet. Finding them altered to be these 18th century humans. They must now help and convince them to remember their past lives as the crude altercations begin to show holes.

could you explain this more? wouldn't vorak suffer the same sort of scrutiny that Telmara would? Surely the Human League know of Vulcans, they are the ones we are hiding from aren't they?

Just to make it as far removed and basic as possible with superstitions, and you wont have the ears your appearance had been altered.
